Fedora KDE VRR monitor black screen on Wayland

Hardware:
RTX 3070ti
AMD 5800x3D
Monitor in question: LG ultragear 1440p 165hz

Software:
Fedora KDE 39
Wayland display server

Issue: when booting fedora my primary monitor renders a black screen with cursor on it and never loads anything else. My secondary monitor, a dell ultrasharp, passes through SSDM fine and shows my desktop which still acts like my LG monitor is connected and rendering despite a black screen.
This only happens on Wayland, booting X11 does not have this issue.

The monitor works mostly as expected if I boot the PC and get to desktop before plugging it in, but if I boot with it connected I get the bug as described above

I do also have a separate but potentially tangential issue where seemingly any app running in an XWayland window has significant flicker issues but I think that is related to an already reported bug in 545 that might be fixed in 550, I have not been able to test yet.

I also just noticed that my nvidia.conf file was moved out of /etc/modprobe.d during testing so I’m going to have a new debug upload as soon as I can reboot and generate that
