Frequent and unspecific "System Program Problem"

I’m frequently getting nonspecific error messages that prompt me to send an error report. If I try to send an error report, it ultimately fails for different reasons. Given the error isn’t specific, I’m having a hard time figuring out what is going wrong.

Attached is a photo of the error message, apologies for the poor image quality.

I have tried rebooting the machine, and I have tried just ignoring it, both don’t seem to solve the issue.

Should I be concerned? Is there a solution?

It is harmless and you can simply cancel it. The system should work well even though the warning message pops up.

I think if you want to know the issue then it should have something to show details. If you have not rebooted, then you could also:
sudo cat /var/log/apport

sudo cat /var/log/apport.log

You’ll need to start a new topic. I’ll suggest to include both the command and error received which triggers the need for the bug report, plus the apport.log you included above. Basically you’d need to include how the bug is triggered (which in part means including which L4T/SDK Manager release you’re using as well).
