My laptop is Dell G7 7700 with NVIDIA GeForce RTX 2070 8GB. It is running Ubuntu 18.04.
CUDA 11.5 and Driver 495.29.05 are installed. But there is no response when I connect the external monitor via the hdmi port.
Please run nvidia-bug-report.sh as root and attach the resulting nvidia-bug-report.log.gz file to your post.

The kernel you’re running is much too old to support your intel igpu which controls graphics. Any specific reason to run 18.04?
As a first measure, you should upgrade to kernel 5.4
