How to allocate the storage space of the UDA partition of Xavier NX to the APP partition?

Hi all.
I am currently using the Xavier NX 16G module. I used the sdkmanager to flash the JP5.1.2 OS image, and also tried using sudo ./flash -r jetson-xavier-nx-devkit-emmc mmcblk0p1 in /Linux_for_Tegra to download the image via USB . Both methods’ results of partitions are same:

which you can see that the /dev/mmcblk0p22 (UDA partition) has a lot of unused space. Now I want to allocate all the UDA space to mmcblk0p1. I tried using the ./flash.sh -S to expand the APP partition, but it failed with the following error message:
