In tx2-4g,The captured video is rendered through OpenGL, and the fast moving target is stuck

tx2-4g, I have two HDMI 60hz outputs, the difference is that my camera captures 30hz. When I render on the Unity desktop, the rendering frame rate is almost 30fps,then i can see that he fast moving target is stuck.
i just enable vsync,and Option “ForceFullCompositionPipeline” “on” to slove tearing.
I want to know why it gets stuck and how to solve it!
