when i tried to flash my agx orin with ./flash.sh script to generate a system.img

no, I have not connected the jetson device.
Then that is the problem.
so can’t i create a .img file for agx orin without jetson device?
If you don’t connect the board, then you need to manually give the board info as parameter in your flash.sh.
If you don’t know what parameter to feed, connect your board to the host PC…
