Sorry to hear that you are still having issues with your Jetson Nano.
If it is continuously booting in recovery mode, it might be that the pin to force the recovery mode is connected to ground.
Can you please double check that there are no jumpers connected as depicted on the following image ?
The jumper might not be a cable like in the picture, but also a small rectangle one that covers the two pins.
Please let us know if that is not the case.

Can this be an issue with the SD Card? I have a A1, UHS-1, class 10. Is this spec enough?

Could you please capture the serial console log using a TTL adapter?
You can refer to this document for guidance.
Additionally, it is recommended to flash the Jetson Nano using SDK Manager on a physical machine running Ubuntu 18.04.
