How understand PIN C8 of using. this pin is Bidir,when as input? when as output? and what level is it when default state?

Hi, it is input when used as CHG_OC_L for charger, output when no charger design. It is default high.

Charger is meanning charge power to supply power? How Jetson Tx2 monitor if it have a charger?

Please check schematic of carrier board, J27 is the charger connector.
