AKAIK, nucleus workstation can only be configured via the ‘Nucleus’’ tab of the launcher. Will developers be able to test live connect apps without an enterprise license?
If an enterprise license is required, that seems like a major obstacle to get started with OV and detrimental to the developer ecosystem.

Yes, correct. Launcher is considered Legacy at this time. There are better ways to access our code. I have no information on Nucleus for workstation at this time, sorry. If I do I will report back.
I know this question was posted in the last two weeks, but I am also wondering about the status of Nucleus Workstation after the deprecation of the OV Launcher. Since it is a developer tool, it would be great to integrate it to the kit-app-template, IMO.
According to the Nucleus workstation documentation “The Enterprise Nucleus Server is free for testing and development…” I believe in the past there was a trial period, but not free for testing and development". So, perhaps this is a solution for some of the people using nucleus workstation. Unfortunately, the Enterprise Nucleus Server requires a linux computer and it not trivial to setup.
Based on the documentation, it appears that Nucleus Enterprise only runs in a docker container on Ubuntu 20.04 LTS or 22.04 LTS. However, it’s not entirely clear whether this requirement applies to the host, the container, or both. In other words, does this mean I cannot run the Linux container on a Windows 11 host using Docker Desktop?
