New pc build linux mint 3080 Ti drivers not working properly

hello community :) im a fast learner ill try not to waste your time, and appreciate your help greatly

ryzen 5950x DH15 cooler
evga geforce RTX 3080ti
gskill 3600 32gigs
corsair 750 gold
fractal case
5.4.0-96 generic kernel
updated bios with secure features off

so even tho prices are insane i decided to build a pc, all went well with my old graphics card in the new build until i installed this new 3080 ti and now i got driver problems i assume, mints looks great and runs fine on my old 24 inch 1080p monitor but when i hook the new pc up to my 4k tv it looks like shit, first i had stutter and lag so i did fresh install of mint, updated everything and then switched to recommended driver, video playback is fine now, but the desktop and browser look terrible, video icons look almost cartooned, something is clearly wrong but i was unable to fix it by changing drivers, i tried to install the newest nvidia driver from there site but ran into x server issues and did not continue, thank you all for giving me a way to get away from windows, i hope to never use windows again :)

ok here it is,but i took this report while hooked to my working 1080p monitor not the 4k Samsung tv i am having problems with, should i retake it with the tv hooked up?

If it’s only appearing on the TV, it might be sending a wrong color profile. Please see this on how to reset it to standard:

i dont think it is only on that screen, but the only other screen i have is this one a small 1080p monitor so i cant tell if text looks thin because of this low quality small monitor or if it has the same problem as big monitor but just looks much better, is there anyway to confirm if my gpu is working properly, i can install games i guess but i have avoided that since i have been trying so many flavors of linux hoping to get this gpu working, should i re run the test hooked to big tv thats clearly not playable, ive always used this tv so its kinda frustrating thanks for the help

According to the logs, at least with the 1080p monitor, everything looks fine.
