"No Available Resources for Linux" error in SDK Manager

Hi, I’m trying to factory reset (by reflashing the OS through SDK Manager) an Jetson AGX Xavier system. I’ve downloaded the SDK manager and put the system into recovery mode. It detects the xavier but the target operating system just reads “No Available Resources for Linux” so I’m stuck! Any ideas what I’m doing wrong.

I put the system into recovery mode by “powering on, press and hold the factory reset button, press and release the reset button, and then after 2s release the factory reset button”. Typing lsusb on the command line shows “Nvidia Corp” as expected.
