Nv_update_engine update failed

I used FAB=100 BOARDID=3668 FUSELEVEL=fuselevel_production BOARDSKU=0000 ./build_l4t_bup.sh jetson-xavier-nx-devkit internal created ota payload and used nv_update_engine to upgrade, but failed, why is this?

just need to confirm your commands to create a BUP image,
for example,$ sudo FAB=100 BOARDID=3668 FUSELEVEL=fuselevel_production BOARDSKU=0001 ./build_l4t_bup.sh jetson-xavier-nx-devkit-emmc mmcblk0p1

after that,
you copy the BUP to target, launching nv_update_engine to update Bootloader on both slots(slot A and slot B) but got failed?
