设置pinmux引脚K49和H51为ETH0_MDIO和ETH0_MDC，MGBE连接switch芯片MV88E6193X
问题：switch寄存器需要使用clause22访问，但是nvethernet.ko的mdio_phy_read接口发出的时序是clause45（示波器测量MDC和MDIO引脚），orin有哪里能配置clause 22吗？

参考社区帖子https://forums.developer.nvidia.com/t/orin-can-not-read-the-phy-reg-data/215557/15，使用phytool发起Clause 22或者clause 45条款的mdio读，示波器抓时序都是C45条款的时序。
