Hi team, does nvidia video encoder and video decoder has separate hardware blocks integrated into soc than gpu?

Yes. NVENC and NVDEC are separate from GPU. Please see specifications in DRIVE AGX Autonomous Vehicle Development Platform | NVIDIA Developer
