Would like to add I also have tried Wayland instead of Xorg as well, just to try if that works better, but that one cannot boot at all. It just jump back to sddm after login.
So it seems the monitor connected to the displayport on the second gpu doesn’t work. Did you try switching a diferent monitor/cable to a different connector on that gpu to rule out whether it’s a connector/cable/monitor issue?

Hi, it was no difference, I tried with different display cables as well as outputs on the card,
I made sure the monitor is on and the correct output is set for the display port.
Interesting as well that this monitor and port and cable worked when connected all the cables to the 1080 ti card before. So this monitor and port have been working, just not together with 4070 card.
Wait… I typed this and now the monitor popped up, but it is still black but its available.

I just turned off and on one monitor and it all started started to working… super thanks.
However I have this strange screen tearing on one of the monitors still, like matrix its blinking… maybe can get it to stop to change more cables to a different card.
Which monitor has the strange output? Did you already try to just set it to a different refresh rate? There’s quite a mixed setup now, 144Hz,75Hz,60Hz.

I changed from 75hz to 60hz on the monitor that was flickering and it resolved it all, as well as all monitors work right now.
Guess, the kernel parameter was the issue, in windows not sure whether I work now or not. But to be fair I don’t care about Windows, I use Linux for work, so here is where I need all the monitors. Windows is just gaming so it is fine with only 1 monitor working. So from my point of view, everything is working now. Super super thanks for your help and time.

Remember, you will have to set your login manager to run the xrandr commands on boot, e.g. for lightdm:
