PCIe Clock Amplitude on Jetson Xavier Industrial

Hello,
We are using Jetson Xavier Industrial with PCIe. We recently observed that PCIe reference clock only has amplitude of 150mV. This is far below the specification of PCIe: minimum 250mV.
Is there a way to boost up the PCIe reference clock strength/signal level in software?

Did you find same result on devkit? PCIe tuning is not supported as custom design is expected to follow routing guideline well which should be able to guarantee no SI issue.
