PxCloth's bending parameter doesn't work

Ideally, if I use this statement
PxCloth::setStretchConfig(PxClothFabricPhaseType::eBENDING, PxClothStretchConfig(1.0));
the cloth will not bend at all, that means, it will remain what it was.
In reality, I do this, but it doesn’t work, the cloth still bend a lot.
Could any one tell me why? Thanks in advance.

Basically, I think there are limitations in the solver (numerical and otherwise) that limit the stiffness of the simulation.

To make the cloth absolutely, completely stiff, so that it will never bend? Ummm. Use a rigid body?
