I tried some years (since physx 3.0) and still cannot make my cloth simulation have inertia result:

the normal cloth will oscillate and move fastest when the particle are lowest but your physx not, they STOP !!!
I tested your sample and found your character-cloth have inertia, but I cannot make it in my code. really frustrated in recent 2 years!!
physx 2.8x don’t have this problem!!
