SBK is not working for cold boot

Version: L4T R32.2.1
We burn the fuses with the setting below
PKC
SBK
JTAG enable

The securedevice is failed to cold boot, but flashing device and RCM boot with image created by PKC and SBK is working. Status summary is as below

  1. flashing images again is ok
  2. RCM boot is ok
  3. cold boot is failed.

In addition, if we burn the fuses with PKC only, securedevice cold boot is working.

we had enable PKC+SBK support on release-32.
could you please share your whole progress about fusing and flashing, please also share the coldboot failed console logs.
