Schematic of HDMI section in custom board

We are working on a custom schematic design of Jetson Xavier NX.

I like to know the purpose of this circuit attached below.

It is for passing HDMI spec test.

You can search HDMI Compliance Test Specification 1.4b and find the key-word TMDS-VOFF.

Right now in our custom board, we are connecting the HDMI out to FPGA.

Jetson Xavier HDMI → Spartan 7 FPGA, In this case. Do we need to add the above circuitry or we can avoid that.

Also eliminating this circuit will affect the HDMI performance?
