SDK Manager on Raspberry Pi 4b running Ubuntu

I am new to the NVIDIA Jetson world. I have a Jetson TX1 that I need to flash with Jetpack. However, I do not have any Ubuntu machines. I have a Raspberry Pi 4B with Ubuntu (x64) running on it. I have tried to install the SDK manager on it, with no success.

I know how to put the Jetson TX1 into recovery mode, but that is about all I know. Can someone please help me figure this out and/or find a different device that will work?
