This is an old issue I often experience, the driver probably can’t handle the monitor properly. I reproduced this with 2 nvidia cards(a pascal and a turing card), multiple drivers(for as long as I remember), multiple distros(arch, ubuntu, manjaro), multiple desktops(gnome, cinnamon, xfce, kde) and with 2 display managers: sddm and lightdm.
