Do you mean I2C3 on the M.2 Key-M socket?
If you download the Jetson Thor Developer Kit Carrier Board Design Files, you can see there are 0 ohm series resistors on I2C3 , located to the side of the Key-M socket.

Do you have link to an M2 extension card that could be soldered for that ?
I2C3 on the J103 M.2 Key-M socket is the most accessible I2C bus, via the series resistors I mentioned previously.
I am not aware of and could not find any breakout board for M.2 Key-M that makes it easier to access the I2C signals.
