please try with some new release like jp4.6 or jp4.6.1.
jetpack4.4是我们出厂的系统，不可以随便更改版本的，所以需要解决这个问题

Please try to use devkit + sdkmanager to flash it and see if it would have issue or not.
I have encountered this issue, the rootcause was that I putted the bsp on NTFS pation. change to ext4 , problem disappeared.

sdkmanager1.7.3.9053 不支持jetpack4.4
