If you think configure made a mistake, make sure you are using the latest
version from Git. If the latest version fails, report the problem to the ffmpeg-user@ffmpeg.org mailing list or IRC #ffmpeg on irc.freenode.net.
Include the log file “config.log” produced by configure as this will help
solve the problem.
but I have install cuda(in JetPack-L4T-2.3.1-linux-x64)
I found this topic and am also wondering why a maxwell gen 2 that has cuda support doesn’t have nvdec ffmpeg support since plex on arm64 android does have nvdec support. Please implement for ubuntu 16.04 :)
Disregard last statement. Looks like Android doesn’t even use nvenc for stream encoding. This would be a fantastic feature for Ubuntu arm64 ffmpeg hw encoding/decoding.

Not seeing you for a while. Unfortunately, we don’t have plan for this feature. On Tegra series, there is HW decoding engine you can leverage through gstreamer or tegra_multimedia_api.
