Ubuntu 24.10 not recognizing RTX 4060 even tho drivers are installed

Hello everyone
I am having issues getting nvidia rtx 4060 to be seen by ubuntu 24.10
The laptop spec:

OS: Xubuntu 24.10 x86_64
Host: 82Y4 Legion Slim 7 16APH8
Kernel: 6.11.0-14-generic
Uptime: 4 mins
Packages: 3906 (dpkg), 22 (flatpak), 18 (snap)
Shell: zsh 5.9
Resolution: 3200x2000
DE: Xfce 4.18
WM: Xfwm4
WM Theme: Lavanda-Sea-Dark
Theme: Lavanda-Sea-Dark [GTK2/3]
Icons: Papirus-Dark [GTK2/3]
Terminal: tilda
CPU: AMD Ryzen 7 7840HS w/ Radeon 780M Graphics (16) @ 1.500GHz
GPU: AMD ATI 65:00.0 Phoenix1
Memory: 3810MiB / 31272MiB

I tried to purge all drivers and install nvidia-driver-530, nvidia-driver-560 and nvidia-driver-570 but neither of them worked. I have windows installed and windows seems to work with nvida gpu, no issues whatsoever, so definitely not a hardware issue. When i swicth to discrete graphics in bios settings and boot linux i get black screen as if the gpu drivers are not being loaded. Secure boot is also disaled. Here are a few commands i ran:

$ grep nvidia /etc/modprobe.d/* /lib/modprobe.d/*

/etc/modprobe.d/blacklist-framebuffer.conf:#blacklist nvidiafb
/etc/modprobe.d/nvidia-graphics-drivers-kms.conf:# This file was generated by nvidia-driver-560
/etc/modprobe.d/nvidia-graphics-drivers-kms.conf:options nvidia-drm modeset=1
/lib/modprobe.d/nvidia-kms.conf:# This file was generated by nvidia-prime
/lib/modprobe.d/nvidia-kms.conf:options nvidia-drm modeset=1

$ sudo lshw -C display

as stated in the pinned post “If you have a problem, PLEASE read this first”,

Please always include a copy of an nvidia-bug-report.log.gz file, which can be generated with the nvidia-bug-report.sh script

…otherwise it will be very difficult for anyone to help you. Also please try to format your post better, because even the sparse info you provided is currently unreadable…

Apologies for the bad formatting, forgot this can take markdown, and here is the bug report file as requested :)
nvidia-bug-report.log.gz (151.8 KB)
This is generated after i switch to driver 570 instead of 560 and the same issue persists

There’s a problem on PCIe level, so the Nvidia driver has nothing to work with even…

There were similar problems reported with Lenovo laptops with AMD iGPU + Nvidia dGPU in 2023: Problem with graphics drivers [Nvidia] [Amdgpu] / Newbie Corner / Arch Linux Forums
It was fixed by changing to different OS version, so maybe try 24.04 or some other distro.
Also make sure your BIOS/UEFI is up2date.
Finally, do you have Windows on this laptop also? If so, does it work there?

There is a BIOS update, so I will do that, the laptop does have windows and even though windows is crashing at the moment because of an update, the GPU works fine. Ubuntu 24.04 didnt even work, i just boot into a blank screen, I was not bothered to check the issue thus i installed ubuntu 24.10 and that one worked out of the box.
