USB2-0 doen't work on TX2

Hi,

I've flashed the L4T-R28.3.1 to TX2 by usb2-0(OTG), The desktop system starts normally. But I can't use any usb device by usb2-0.

I detected the USB_EN0_OC pin, it was always pulled down. With flashing the L4T-R32.1, the USB_EN0_OC pin was pulled high to 1.8V after plugging in the usb device.

Any suggestions how to modify the L4T-R28.3.1? Thanks in advance.
The root file system I flashed was offical. And tegra18x_xusb_firmware was extracted to /lib/firmware.

For more information, you connect the micro AB port on default board to an OTG cable, and the OTG cable is connected to a USB device such as pendrive. In this connection, the pendrive can be detected on r32.1, and cannot on r28.3.1?

In general, there is no GPIO expander tca9539 on custom board. On r28.3.1, you have to apply below patch to device tree:
