If you have put the setting in
/etc/netplan/01-network-manager-all.yaml
It shall be applied in booting and no need to manually execute sudo netplan apply in each boot.

Q: How to set up static IP address?
i have put it in /etc/netplan/01-network-manager-all.yaml and i find when booting over it will apply automatically,and will print one time , netplan apply manully is also will print that .

We test on Jetpack 5.1.3 and don’t observe the issue. Please share which Jetpack version you are using.
And please try to configure static IP through Ubuntu GUI of system setting. See if the prints are shown in this method.
