V4l2-ctl stream to raw, fps unnormal

in my command is only 30 fps, but it shows about 1000fps and dropped buffers. But in the raw data no images are dropped, all are there.

what do these outputs mean?

Sorry, this happens not with Jetpack, but with yocto meta-tegra. asked here, just want to get some inspiration.
