vsync slow and tearing

does anyone know why vsync still has tearing when enabled in the Nvidia Settings? That has never happened in the past but I can’t remember which driver. version 396 and 415 does tear with vsync on

When vsync is on, is more than 10fps under 60fps tried composition pipeline and is same. It has significant input lag

update:

Vsync on tearing on Desktop. Even move little, there is tearing on the window frame and firefox content. The desktop is very fast just like vsync is off. There is less tearing in games. The in-game vsync seems more lag than Nvidia vsync.
If use force composition pipeline there is no tearing desktop or game. everything is slower.

I have another older computer with Nvidia but no desktop tearing even with vsync off. Maybe lower resolution? and slower card?

There is totally different behavior in the Cinnamon Desktop Vblank option. When Cinnamon Vblank is on there is no tearing at all, but with driver 396 is slower and 415 is faster.

On the other hand the composition pipeline desktop has no tearing and not input lag and is faster than Cinnamon Vblank. In the games composition pipeline still has lag.
