Xavier NX cannot boot up and cannot flash. Error'CPU Bootloader is not running on device.'

My Xavier NX cannot boot up, I use Jetson developer kit, not third party carrier board. The board worked pretty well in the past days. I cannot remember what I exactly done in the last time. Maybe power on quickly after the power goes out. By the way, power is Li-po battery ,not adapter.

Is this your first time doing flash from sdkmanager?

No, the timeline looks like this:
Xavier NX, I used to use the SDcard method until I had this problem,
Then I tried using the SDK Manager Method to Flash to fix it. I tried many times but never succeeded(including using flash.sh).
Finally I came across this post https://forums.developer.nvidia.com/t/jetson-xavier-nx-won-t-load-gui-can-t-get-it-out-of-bash-environment/193551/30 and tried his method.

Yes, according to your log, I guess you hit the same issue as that guy. Since eeprom content seems corrupted, our bootloader fails to apply some plugin to the device tree. So probably the sdcard file system is not able to get mounted on kernel.

Have you tried to add “SKIP_EEPROM_CHECK”?

Yes, I added ‘SKIP_EEPROM_CHECK=“-n”;’ in jetson_xavier_nx_devkit.conf.
But it didn’t seem to work.

Are there peripherals on the board? If there is, please remove it first. Only power cable, micro usb cable for flash and usb-ttl cable for uart is allowed.

Also, please check the uart log when flash.sh gets error.
