Apt-get install nvidia-jetpack-dev failure

My L4T system is R36 (release), REVISION: 2.0.
I have tried to build image.The base image is FROM nvcr.io/nvidia/l4t-base:r36.2.0 as base
And My shell to build image is bash -c ‘echo “deb https://repo.download.nvidia.com/jetson/common r36.2 main” >> /etc/apt/sources.list.d/nvidia-l4t-apt-source.list’
bash -c ‘echo “deb https://repo.download.nvidia.com/jetson/t234 r36.2 main” >> /etc/apt/sources.list.d/nvidia-l4t-apt-source.list’

apt-key adv --fetch-key http://repo.download.nvidia.com/jetson/jetson-ota-public.asc &&
mkdir -p /opt/nvidia/l4t-packages/ &&
touch /opt/nvidia/l4t-packages/.nv-l4t-disable-boot-fw-update-in-preinstall &&
apt-get update --fix-missing
apt install -y apt-utils
apt-get update && apt-get install -y nvidia-jetpack

but it occured errror
15.62 The following packages have unmet dependencies:
15.88 nvidia-jetpack-dev : Depends: nvidia-cuda-dev (= 6.0-b52) but 11.5.1-1ubuntu1 is to be installed

After installing r36.2(6.0 DP), you can run the commands to install SDK Components:

$ sudo apt update
$ apt list --upgradable
$ sudo apt upgrade

The commands should be same in docker.
