I can use command “sudo reboot --force forced-recovery” to force board into recovery mode when the Linux OS is running normal.
But can we use ethernet to do the same thing?

If you are talking about some situation that when a OS is not running then it is not possible.
If you are speaking of a system which is running, and you have ssh
login available, just log in via ssh
and run the command that way. Other than USB though, there is no method of flash…you cannot flash over ethernet (a recovery mode Jetson is a custom USB device).
