Single port 400G OSFP ConnectX-7 card. Can the card connect to 2 x 200G transceivers (or use a breakout DAC) in a MQM8700? Are breakout configurations supported in the NIC, or can only the switches be configured to break out?

Yes, a single port 400G OSFP ConnectX-7 card can connect to 2 x 200G transceivers or use a breakout DAC to connect to a MQM8700 switch. However, the breakout functionality is supported on the switch side, not on the NIC itself.

Dose it run 400G in the ConnetX-7 end, and the other end run 200G each.

Yes, a single-port 400G ConnectX-7 can break out to 2×200G, either via compatible optics or a breakout DAC. The NIC itself supports breakout, but both the NIC and the MQM8700 switch must be configured to match—switch-only breakout won’t work if the NIC isn’t set up. Make sure your firmware, driver, and modules are compatible.
