CUDA 9.0 and NVIDIA driver 384 on ubuntu 16.04 while having a EVGA GeForce RTX 2080 XC

I am trying to install CUDA 9.0 and NVIDIA driver 384 on ubuntu 16.04 while having a EVGA GeForce RTX 2080 XC. I am having alot of trouble. I installed all the right drivers and followed all the right instructions as stated by NVIDIA. I believe I also blacklisted the nouveau drivers. I keep getting caught in a login loop on Ubuntu 16.05. When I go the terminal by clicking (ctrl-alt-F1), I get repeated messages of “PKCS#7 signature not signed with a trusted key”. How do i fix this? IS the GeForce RTX 2080 XC even capable to download CUDA 9.0 and NVIDIA drivers 384?

RTX 2080 needs min driver 410 and is incompatible with cuda 9, no dice.

RTX2080 is not compatible with CUDA9.0, you must install at least CUDA10.0. There is at least 410 version of the driver system installed. Which URL does your NVIDIA drivers 384 download from? I need to download NVIDIA drivers 384 now, but the URLs are all 430 or higher.
