CUDA/deviceQuery only possible with sudo

I’m using Ubuntu 16.04.5 LTS with GTX 1080 Ti GPUs. After installing the driver and CUDA 9.0, deviceQuery returns

/home/user/cuda-9.0/samples/1_Utilities/deviceQuery/deviceQuery Starting...

 CUDA Device Query (Runtime API) version (CUDART static linking)

cudaGetDeviceCount returned 38
-> no CUDA-capable device is detected
Result = FAIL

HHowever, it runs with sudo
