Download broken for legacy texture tools

Greetings, the link here fails when I click the link. Rt-click > Save As reports a network error (unable to download).

Why am I trying to get legacy tools?
Because the current version of the photoshop plugin produces corrupted mips (output image is skewed). And I can’t seem to modify individual mip levels using the Texture Tools Exporter 2023.2.0.
