Let’s start with the fact that I have a laptop with an RTX 3050. I ran into the problem that I have no DSR settings in the NVIDIA Control Panel. Is there a way to enable it, or laptop GPU’s just don’t support DSR?

Usually regarding GeForce questions you are better served on the dedicated GeForce Forums, you can also find threads on the topic of DSR on Laptops over there.
As summary: For DSR to be available the GPU needs to be directly connected to the Display device. On most modern Laptops this is not the case since they work in a Hybrid way where the integrated Graphics Unit of the CPU will do most rendering, while the GPU only kicks in on-demand and then gets its output routed through to the integrated Display.
If you have the option to connect external panels through HDMI, DP or USB-C, then the DSR option should appear in the Control Panel settings, depending on the Hardware setup of your specific laptop.

I’ve already followed your steps, and they were really helpful, but I’m stuck at one point. When I try using an external display with an HDMI cable, the DSR option still doesn’t show up. Could it be because my HDMI cable is not a 2.0/2.1 version, or does my monitor not support it?

I assume you only used HDMI to HDMI. You have to use Usb C to DP or to HDMI because most laptop doesn’t have DP. And also, choose only to show on second display after connecting. Then it will surely appear there.
