Could you please specify what do you mean for “install the Python API of Isaac sim on Windows?”?
Isaac Sim (regardless of how it is installed: from launcher, docker container, PIP install, etc.) includes all the extensions (and therefore, their Python API, if the extension provide it).
Example: the omni.isaac.core extension is part of any Isaac Sim installation.
