Input protection: DC Jack Power Connections

What is the purpose of the DC Jack Power Connections PMOS circuitry? I had initially thought it was a reverse polarity protection, but simulation result show otherwise (circuit on top is reverse polarity protection, on bottom is referenced from P3737)

Can I omit the circuitry? I am using 48V input to the board which is converted to 12V for HV.

It is a switch to have a delay before turning on and make VCC_DCIN more stable when plug in.
