Yes, the TenserRT is corrosonding with low layer libraries and drivers in JetPack.
To have TensoeRT 8.x, you need to reflash your Xavier to JetPack. 5.0 DP version to install it.

It seems TensorRT is not installed. Could you confirm if you have selected Jetson SDK Components while flashing using sdkmanager?

Please re install Jetpack using sdkamanager and make sure you select SDK components. You can see components like CUDA, TensorRT etc in the GUI.
