What is the maximum resolution supported by HDMI? We are currently using jetpack 6.2 on Ubuntu 22.04, and the system only supports a resolution of 19201080. What modifications are needed to achieve a resolution of 38402160

Support up to 4k. If you only see 1080p, it means you are running a DP mode configuration for a physical HDMI monitor.
