If I have a power supply that is able to supply 15W to the Jetson Orin Nano development board, is that enough if I want to run the board in 15W mode with an attached USB camera drawing .9Amps? Or would I need to supply an additional 5W to support the Camera, so I would need a 20W supply?

Also, for the Orin NX 8Gb and 16Gb, how much does MaxN mode draw? I know there is not a formal power budget, but is there some upper limit that I should provide to make sure I can get the max performance? I’m trying to size a POE voltage converter.

You should add all power together, i.e. at least 20W in your case. Below are the power modes for most use cases. There is no max power data for MaxN mode, the real power consumption is different to different use case. But the IDDmax (total current) is limited to <5A.

Jetson Orin NX 16GB Modes: 10W | 15W | 25W
Jetson Orin NX 8GB Modes: 10W | 15W | 20W
