[Jetson TX1] Streaming problems with Gstreamer

Hi guys,
I use Jetson TX1 to send video from HDMI camera with speed 60fps, nvidia encoding plugin omxh265enc.
But receiver machine runs on CPU only and I use decode plugin on CPU is avdec_h265 (processing capacity: 25fps).
It causes a problem that received images on receiving side is broken, smudged and green screen sometime.
I guess the reason is the difference about processing capacity.
Any suggest for me to fix this problem or to make streaming run smoothly.?

Thanks for your response. In our system, we cannot change receiver to TX1. We still have to use CPU computer for some other CPU processing capacity purposes.
Do you have any other suggestions?
