I created a custom carrier board for jetson xavier. In that i added one USB 2.0 HUB. So can i take one USB 2.0 Pair from HUB and other RX and TX connections directly from Jetson and make a USB 3.0 Port?
No, this design is wrong. USB2 must come out from Xavier itself.

To my knowledge if the downstream device is USB3.0 then there is no need for D+ and D-. So this should work, right?
If the device connected is not USB 3 then only it will do the handshake through D+ and D-.
Jetson driver cannot control the USB behavior behind your hub.
