Local Certificate and Firewall problems with JetPack 4.2

The sdkmanager for Jetpack 4.2 assumes a direct Internet connection with no corporate firewalls. This is not acceptable. Specifically, many corporate firewalls need a local certificate. This produces this error

sdkmanager needs to support typical corporate firewalls
