I tried today 358.16, and still same problem.
Like Yajo said, this is still an issue with 358.16. With the update to xorg 1.18 luckily 352.63 does work. There is definitely a regression after the 352 branch.

I confirm. On Arch Linux with GTX 650 Ti and Nvidia drivers 358.16 (one VGA output) problem still exists - black frame around desktop.
For what it’s worth I can’t duplicate this; I’m using a Titan X with one HDMI display, one Displayport-to-DVI connection, and one DVI-to-VGA connection.
Facing the same issue here. Saw it first in Ubuntu. Used an older driver to fix the issue. Tried to switch to Fedora and since Fedora 23 won’t support old Nvidia drivers, there’s no fix at all! We are stuck! Please help!
Is it DVI-D-to-VGA or DVI-I-to-VGA? How does the convertor look like? Does it have power input: http://www.amazon.com/Silk-Road-Active-Converter-FEMALE/dp/B014R4OIV6 , OR the 4 analog pins on the left side of the DVI: http://www.amazon.com/Cable-Matters®-DVI-I-Female-Adapter/dp/B007NLJJYM ?
Does it work too when you have ONLY the DVI-to-VGA connection? Which version of driver are you using?
I can duplicate the error. I am using Arch Linux kernel 4.2.5, nvidia driver version 358.16, I’m using this kind of adapter: Amazon.com (but the one that come in the graphic card box, I didn’t buy any) with an ASUS NVIDIA GeForce GTX 460 IN ONLY ONE MONITOR: “ViewSonic VG1921wm (DVI-I-0)” (this way appears in NVIDIA X Server Settings). No more than one monitor, I’m not using two or three monitors.
With the 1400x900 resolution (maximun monitor capable) at 75 Hz looks good, but at 60 Hz look like this example http://i.imgur.com/u74DQNZ.jpg uploaded before by mkolenda. In some other low resolutions as 1024x768 or 800x600 looks good at 60 Hz but in some others (scaled ones mainly) don’t.
Since I suppose it’s the same error mauritiusdadd have reported his logs should fit here, so I don’t have to regenerate them. If it is needed tell me so.
I don’t know if it can clarify the issue but this is what happens exactly to me with just one VGA monitor:

So I’m stuck on 75 Hz and I can’t run some applications in 60 Hz that I need to.

Just installed the latest Nvidia 361.61… Still the issue exists!

I’m having a similar problem.
My graphics card is nvidia gtx 650ti
I use KXstudio (variant of ubuntu) with the kde desktop.
I installed the 355 drivers from the new ubuntu repository.
When I boot, only one of my monitors works. By default it’s the first monitor port that works, but if I unplug it and reboot the second one (hdmi) is used instead.
My first monitor works fine (no borders, screen splitting, or resolution issues) though it is a smaller monitor.
When the second one is the only one plugged in, it has a big black border around the outside, and has a rubbish resolution (really zoomed in).
If you need my log files or anything you will have to explain how to get them, but I would be happy to send them to you if you can fix this bug.

open up This site is undergoing maintenance and click on “submit a bug” button - and you will be able to fill out a form that will get a dev from nvidia to take a look.
I apreciate everyone with this problem opens a bug report here and in the site, the nvidia dev guy is telling me this is my monitor problem and they cant help because they dont have my monitor model and they cant replicate the error, clearly this is not a single brand monitor issue as ive seen tons of people posting this bug on all kinds of monitors so lets all show them that this is not a 1 guy monitor bug but a bigger issue that should not be ignored.
This is a facebook post i started regarding this issue in linux europe and there is a techie there trying to help work around this bug, very usefull if you dont know how to generate logs
So if you have this bug participate, and help us tear down this wall so nvidia decides this is a issue too big to be dismissed.
@camsarria Thanks for the info! But my issue is not the shifted display issue, it is the aliased text issue (Blurry screen). It’s one of the issue listed in this thread. I didn’t open a new thread because I saw the mods are marking others as duplicates and point to this one. I have two displays. One is Dell U2515H. It’s connected to HDMI and it works fine. The other is Samsung S19A100N. Its connected to the VGA and it have the issue. The text is blurry. Aliased. In a screenshot it doesn’t appear. The wierd thing is the refresh rate is set to 59. Not 60. I tried t set the edid but didn’t work. Lowering the resolution does work.

no … still have shifted issue with those… but its fixed on 364.12
