Pipelines with jpegenc and multifilesink produce invalid jpeg files in DS 6.4

Jetson Orin Nano
• DeepStream Version
6.4
• JetPack Version (valid for Jetson only)
6.0
• TensorRT Version
• NVIDIA GPU Driver Version (valid for GPU only)
• Issue Type( questions, new requirements, bugs)
Pipelines that work in DS 6.2 are failing in DS 6.4
• How to reproduce the issue ? (This is for bugs. Including which sample app is using, the configuration files content, the command line used and other details for reproducing)

I have a number of Pipelines that link

->osd->nvvideoconvert->videorate->capsfilter->jpegenc->multifilesink

that worked in DS 6.2 but now produce solid green images in DS 6.4. It feels like it’s the exact same issue as Unable to record with deepstream-testsr example on Jetson Orin Nano with DeepStream 6.4 ??

Is it worth me spending more time trying to characterize this case, or is it obvious to someone there that it’s the same issue?
