setting application clocks via nvsmi for GTX 1080

In the past was able to set application clocks for the GTX 1080 as well as any Maxwell GPU in NVSMI

Now it will only let me set the clock for the Maxwell Titan X, why?

C:\Program Files\NVIDIA Corporation\NVSMI>nvidia-smi -i 1 -ac 3505,1392
Applications clocks set to "(MEM 3505, SM 1392)" for GPU 0000:02:00.0
All done.

C:\Program Files\NVIDIA Corporation\NVSMI>nvidia-smi -i 0 -ac 5005,1911
Setting applications clocks is not supported for GPU 0000:01:00.0.
Treating as warning and moving on.
All done.

CUDA 8, latest drivers Pascal GTX 1080 FE in PCI-E slot 0, Maxwell Titan X in PCI-E slot 1
Windows 7 x64, fully updated

This is silly, as games an OpenGL can utilize the max supported clock, but for CUDA the took this tool away?

Anyone aware of which NVIDIA Windows driver lets you set the application clocks?

By latest drivers, I assume Windows driver 376.62? One could envision two scenarios here:

(1) Ability to set application clocks on GTX 1080 was accidentally disabled in latest driver; this is a new bug
(2) Ability to set application clocks on GTX 1080 was accidentally enabled in older drivers; this was a bug that has been fixed in the latest drivers

Filing a bug would be a good way to establish which of the two scenarios applies.
