Can the following requirements be met?

Implements the timesync_enable, timesync_disable, timesync_read_rx_timestamp, and timesync_read_tx_timestamp functions of the eth_dev_ops mlx5_os_dev_ops structure, and supports obtaining nanosecond-level hardware timestamps of received and sent packets synchronously based on any UDP port.
